Efith is reigned by the Sacred Council that stays at the temple in the Capital State where they guard the mysteries of the elements and in communication with the leads of the four other temples as well as the non-magic senate make decisions for the whole land. Sarica was born rich and it shows. He was brought up in luxury and decadence, with a legislator father who worked in the Senate and a pedigree mother from one of the oldest families in the Capital. His father was very old when he had him, having fought for almost ten years to be given an heir. What he got was a spoiled, stubborn, singleminded son who put everything he had into studying law and walking in his father's footsteps - but not to obtain his approval. To surpass him. All Sarica wanted was his father's name, his contacts and his money and there were no lengths he wouldn't go to in order to get it. Absolutely no lengths. As his father fell ill and slowly lost conscious thought, Sarica had poison brought into the household and had his father killed overnight, so all his wealth, his estate and his mother would be his property. He invested the money, took over the estate and married his mother off to a friend who lived far out in the East State. Suddenly alone, with no parents, at age 17, Sarica started using his influence to shape the city and his own life into what he wanted.
About ten years later, he would meet Timachus, slave of one of his friends, an old educator, and he fell madly in lust with him, to such a degree that he paid what amounted to a year's salary to take him off the old man's hands. He didn't buy Timachus to have him work at his estate, though, but to free him, to adopt him as his legal heir and to possess him in mind and body.
It would become his life's work.
Recently, Timachus - along with his new lover, Otanius - has run away from Sarica's household, taking all his slaves with him. It has caused an escalation in the conflict with Reece, seeing as that's where he's gone and is in hiding. Sarica has put all his means and network into the war on the other country now, like a personal vendetta, hoping to scare Timachus into returning to the Capital, to get his punishment, if not to him as such.

Sarica's upbringing as a rich only child to influential parents and observing their decadent lifestyle, means he's become first and foremost, spoiled. He believes himself entitled to everything that he wants and will selfishly do anything to shift both people and things about until it fits his design.
Being intelligent and academically inclined, this egocentric greed is easily fulfilled and he most often gets things his way, because people prefer it to no way at all. With this intelligence and means to support himself comes a great arrogance that would probably be off-putting to most people, except the high class men and women with whom Sarica surrounds himself and who carry themselves in an equal manner.
He knows everyone in the Capital and beyond, extremely well-connected which helps him push things through in the Senate, even from the rows furtest back. He is not a politician himself, preferring to be the one to help give legislative and financial aid to the people of his preference, so their proposals go through. In our world, he'd have been a lobbyist, though in Efith there's no real word for what he does, something that furthermore shrouds what exactly he's doing.
He isn't shy of manipulating, bribing and coaxing people to do his bidding and has many means through which he does it. He calculates every step he takes and tries to control every outcome.
More than he is a cynic, though, he's a hedonist and takes great pleasure in sex, food and drink. He can be extremely charismatic and charming, being overall rather socially adept. Behind this extroverted exterior hides a cruel, ruthless man who will do anything to keep in posession of what he considers his, people and things. Indeed, they're the same to him.
